DAVAO CITY — Representative Paolo Z. Duterte clarified that all DPWH projects implemented in Davao City from 2020 to 2022 have been fully accounted for, completed, and officially certified by the Department of Public Works and Highways.
In a statement, Duterte said transparency measures are already in place, including the public release of a consolidated list of DPWH projects worth around ₱49 billion covering the same period. He emphasized that these projects are backed by official DPWH certifications and completion reports.
The clarification comes amid renewed media scrutiny and reports citing alleged “leaked” budget documents linking lawmakers to DPWH project requests in previous budget cycles. Duterte urged media organizations to move beyond recycled allegations and instead examine actual project implementation on the ground, especially amid ongoing controversies surrounding flood control funding.
He stressed that accountability should be based on verifiable results, not lists of proposed projects or selective narratives.“Facts, certifications, and completed projects speak louder than leaked lists,” Duterte said, adding that records clearly show Davao City projects during the 2020–2022 period were carried out as funded.
He also challenged Luzon-based media to look closer to home when investigating corruption issues, stating: “Ayaw namo ug tan-aw ug layo, mga taga-Luzon nga media, kay naa ra sa tugkaran ninyo ang korupsiyon!”
Duterte reiterated that official DPWH documents remain available for public verification and that transparency efforts will continue.
